Wuzgar is all about keeping your team alive. He comes into the game aiming to help patch up all that max hp that has been destroyed on your team. This could be good in the Hydra or Sand Devil's Necropolis areas or anywhere you may find yourself needing some heals. There really has been nothing like him added to the game.
His A1 is rather unique hitting four times and also healing champions in the process. His A2 is a direct heal. His A3 can help a little bit with damage in some areas and the Shield is again there to help keep your team alive. Overall his kit may be best suited for the Fire Knight Hard dungeon if you don't already have better options.
The A3 is a bit contradictory though since Reflect Damage won't work while a Shield buff is up but I do believe this was meant for Fire Knight Hard mode where you may need a little bit of an extra Shield to stay alive through a heavy attack so the Reflect Damage should still trigger if the buff is up and hopefully it will help you survive the hit.
Overall he is a decent epic support champ if you don't already have someone else better on your teams. His passive is very unique all throughout the entire game.
