Ursuga is an amazing pvp champion in Raid: Shadow Legends. She can help keep your supports and dps champions alive. I prefer to use this Ursuga build whenever I need some extra help in staying alive in any of the arenas so I can get to my turns without being nuked to death by the other team. I reserve this champion for only the worst of worst case scenarios when facing the big guns that have nasty AOE nukes, such as Taras. He is a great example of a champion that can nuke your entire team whenever he has the opportunity to drop an A3 on you. He can be devastating.
Strategy Description
The strategy with Ursuga is very simple. Protect your allies by just standing there. Once she gets her turn, if it makes sense to do so, go ahead and further protect them with her A3 (Bottoms Up). If you feel like you can debuff the enemy team on your turn or kill a weak DPS outright, go ahead and use the A2. I tend to use the A3 75% or more of the time. Sometimes if a Block Debuffs buff is up and it isn't cleansed yet, I will skip the A3 and use the A2.
Her A1 can be useful in situationally locking champions out of their skills so take advantage of that most definitely whenever the opportunity arises. Mostly Ursuga is just a damage soaking sponge and meant to help mitigate nasty AOE's so that my nukers can get to their turn and return fire. It's a very simple concept to run.
Artifacts Description
If you don't like having a niche use for a champion such as this and want a wider usage, you may want to consider running a full 6-piece Stoneskin build, instead of Bolster, just so you can feel comfortable fighting the likes of Wight King Narses and such. Since he can double hit Shields. Although when you combine a 4-piece Stoneskin build in with the Bolster, it still mitigates him quite nicely if your gear is good.
You want to build her with a ton of health, defense, resistance and accuracy to land your debuffs. Speed is not required and while a little could be good, the less the better really. Especially if running full Stoneskin. If you can squeeze in any critical rating, great but don't focus on attack stats. Let someone else on your team do the heavy lifting in that regard.
* Some artifact sets have upgraded versions available. If you have a better upgraded version of this recommended artifact set, definitely use that instead.
We're going to go down the Defense tree obviously. It makes so much sense for her to help mitigate as much damage as possible. So grab as many damage mitigation masteries as you can. Improved Parry and Delay Death are great. We're going to grab Selfless Defender and Bulwark to help mitigate damage to your teammates as much as possible as well. Shadow Heal will help keep her healed up.
The Support tree is a great compliment. You can get more health, accuracy, as well as extend your buffs and debuffs durations. Cycle of Magic is great at helping keep the A3 up even if she is built slow. Lore of Steel always makes a lot of sense.

Level 1 Blessing
Ursuga should have some accuracy built into her artifact set choice so Polymorph makes an excellent choice. When you know she is just going to stand there like a cone on the ground, do a whole lot of nothing (while contributing a lot) and it just makes sense enemy teams will be trying to debuff her.
Temporal Chains is a decent alternative option. Slow the enemy team down a bit when they get buffs up. You may build her slow but you don't need the enemy team lapping your team like crazy.
Level 6 Blessing
The higher the Polymorph blessing, the better Ursuga gets. Same for any other blessing. Although I don't generally recommend Polymorph for every pvp champion, someone like Ursuga makes a lot of sense with it.
